1988. Ivan Danko, captain of the Soviet police, is charged with apprehending a great criminal in his country, Viktor Rostavilli, when he murders his colleague. The murderer fled to Chicago in the United States. The policeman also leaves there and will have to team up with Inspector Art Ridzik, sensitive to the trigger and blunderer, to arrest Rostavilli.
